Our client is a leading global specialty chemicals and a leading provider of reinforcing carbons, engineered elastomer composites, specialty carbons, battery materials, fumed metal oxides, masterbatches and conductive compounds, inkjet colorants and aerogel.

Our client is looking for an experienced Commissioning Lead/Coordinator to manage and execute all pre-commissioning and commissioning activities for capital projects and shutdowns. The role ensures a safe, structured, and efficient start-up, acting as the key interface between project teams, contractors, and operations, with a strong focus on safe handover and full closure of all commissioning-related actions. The role is based full-time on client’s location in Rotterdam (Botlek) area.

Key responsibilities:

• Lead and coordinate all commissioning activities (pre-commissioning → start-up → handover)
• Develop and execute commissioning plans aligned with the project schedule
• Coordinate multidisciplinary teams (mechanical, E&I, contractors)
• Ensure full compliance with safety requirements (PSSR, LOTO, work-permits)
• Coordinate system testing, loop checks, and start-up sequences
• Interface with Operations and Maintenance for smooth integration
• Ensure operational readiness (training, documentation, procedures) prior to start-up
• Deliver complete handover packages and ensure formal transfer to Operations
• Take ownership of the MOC process during the commissioning phase, ensuring all changes are properly managed and formally closed prior to handover
• Coordinate and drive closure of all safety-related corrective actions and action plans from PSSRs/MOCs
• Manage and track punch list items and findings from handover walkdowns/walkthroughs, ensuring timely closure, proper documentation, and readiness for safe operations.

• Minimum 5+ years commissioning/start-up experience in industrial environments (chemical/petrochemical preferred)
• Proven track record in leading commissioning on complex projects
• Strong knowledge of PSSR, permit systems, and MOC processes
• Hands-on experience with testing, troubleshooting, and start-up
• Experience working with vendors and contractors during commissioning
• Structured, safety-driven, and able to perform under pressure
• High attention to documentation quality and handover completeness
• Strong safety awareness and commitment to safe work practices
• Experience applying Dutch safety regulations and site procedures (LMRA, TRA)
• Proven ability to lead safe execution during commissioning and start-up
• Ability to identify hazards, assess risks, and implement controls in dynamic environments
• Effective communication of safety expectations to contractors and stakeholders
• MVK-level safety training preferred, but not required
• Valid VCA certification.

• Wanneer een specifieke opdracht kan worden uitgevoerd door een ZZP-er, spreken wij een tarief af voor het zelfstandig uitvoeren van deze opdracht bij onze opdrachtgever. Hiervoor moet zowel de klant, de opdracht als de ZZP-er aan verschillende voorwaarden voldoen.
• In een aantal gevallen is onze klant op zoek naar een kandidaat voor de uitbreiding van haar eigen organisatie. In die gevallen wordt de arbeidsovereenkomst aangegaan met onze klant en zo ook de uiteindelijke arbeidsvoorwaarden (rechtstreeks) afgestemd.
