As Project Manager IT – Defence Projects you are responsible for the end‑to‑end delivery of a secure infrastructure and application landscape as required by ABDO and ABRO regulations.

The function ensures that projects are delivered in accordance with approved scope, time, budget, quality, and security requirements, while complying with defence regulations, contractual obligations, and corporate and defence IT governance.

The function acts as the single point of accountability for assigned IT defence projects and coordinates stakeholders across business, IT, security, legal, and external suppliers.

Position in the Organisation

  • Operates within defence programme and classified environments

  • Interfaces with: PMG Defence, IT partners and Internal business stakeholders like Corporate IT (Infrastructure, Application and development teams), Engineering and other internal stakeholders,

    programme management teams External vendors, integrators, and service providers

Key Result Areas & Responsibilities

1. Project Management & Delivery

  • Initiate, plan, execute, monitor, and close IT defence classified projects

  • Define and maintain project documentation including: Project plans Schedules Risk and issue registers Decision and action logs according to the IHC project management method.

  • Apply structured project management methodologies (e.g. PRINCE2, PMI, Agile‑Hybrid)

  • Ensure timely delivery of agreed project milestones and outcomes

2. Defence, Security & Compliance

  • Ensure solutions comply with applicable: Defence security frameworks (e.g. ABDO, ABRO, national Defence regulations) Cybersecurity and information security policies GDPR, NIS2, export control and data classification standards

  • Handle classified and sensitive information in line with security policies

3. Stakeholder Management

  • Act as primary liaison for IT project‑related matters

  • Manage expectations and communication with internal and external stakeholders

  • Prepare and present project status reports to steering committees and management

  • Escalate risks, issues, and dependencies where required

4. Supplier & Contract Management

  • Coordinate and manage external suppliers and system integrators

  • Monitor vendor performance against contractual agreements, SoW and SLAs

  • Support procurement, tendering, and contract evaluation activities where applicable

  • Ensure third‑party compliance with security and Defence requirements

5. Risk, Quality & Change Control

  • Identify and mitigate project risks proactively

  • Manage scope changes through formal change control procedures

  • Ensure quality control and acceptance of deliverables

  • Maintain project governance standards and documentation

6. Financial & Resource Control

  • Manage project budgets, forecasts, and financial reporting

  • Monitor costs, variances, and financial risks

  • Coordinate internal and external resource planning

Authority & Accountability

  • Accountable for assigned project outcomes

  • Authorized to: Coordinate cross‑functional teams

  • Manage approved project budgets

  • Escalate issues to programme and line management

  • Operates within defined governance, security, and financial controls

Knowledge, Skills & Experience

Education

  • Bachelor’s or Master’s degree in: Information Technology, Projectmanagement or equivalent relevant education

Experience

  • Minimum 5–8 years experience in IT Project Management

  • Demonstrable experience in: Defence, governmental, aerospace, or highly regulated environments IT infrastructure, cloud, cybersecurity, or enterprise IT programmes

  • Experience working in international and multidisciplinary environments

Professional Certifications (Preferred)

  • PRINCE2 Practitioner

  • PMP or IPMA certification

  • Agile / SAFe certification

  • ITIL Foundation or higher

  • Security or compliance‑related certifications (advantage)

Languages

  • English: Fluent (mandatory)

  • Dutch: Professional proficiency (preferred)

  • Eligible and willing to undergo security screening / vetting

  • Compliance with all corporate and defence security policies

Working Conditions
