QIA’s mission is to build a global Quantum Internet by developing a full-stack prototype quantum internet network that validates all key subsystems. As a pioneering community dedicated to advancing a groundbreaking technology, QIA’s ambition extends beyond scientific leadership. The aim is to build an innovative European Quantum Internet ecosystem, capable of scaling all sub-systems to achieve world-leading European technology. In this regard QIA has launched the world’s first global quantum internet technology forum (QIATF) and is expanding its ecosystem further.

As Senior Program Manager, you will support the QIA Director in translating strategic priorities into effective programs, operations, and governance. Acting as Chief of Staff, you will lead day-to-day coordination. This complex role combines strategic advisory responsibilities, direct people management and leadership, organizational transition management, stakeholder engagement, and oversight of major EU-funded grants within a university and research-driven environment. Acting as a central coordination point, the role ensures alignment between QIA, QuTech, consortium partners, and external stakeholders.
Key Responsibilities
- Advise and support the QIA Director through strategic analysis, executive summaries, reports, and presentations, and translate QIA strategy into actionable operational plans and priorities.
- Prepare and coordinate monthly Steering Team meetings, including agendas, materials, minutes, and action tracking.
- Directly manage, lead, and grow the QIA Coordination Team, taking full responsibility for day-to-day people management, workload prioritization, resolving issues, and fostering a high-performing, collaborative team culture.
- Support recruitment and onboarding activities in collaboration with HR.
- Set operational goals, monitor progress, and support performance management and professional development.
- Coordinate with QuTech central services: HR, Finance, Project Office, legal and Senior Management, to ensure QIA’s smooth operations.
- Coordinate partnerships and align outreach with key national and European quantum initiatives.
- Gather feedback from QIA members and partners, maintain regular communication with internal and external stakeholders, and ensure proper record-keeping.
- Oversee major EU-funded grant deliverables, amendments, and reporting.
- Lead Grant Agreement preparation and negotiation for new funding phases.
- Coordinate consortium agreements, budgets, and spending in relation to progress across work packages.
- Liaise with the European Commission and internal finance teams.
Requirements
For this role, we are seeking an experienced Program Manager with a proven track record in team leadership and substantial experience working in universities or similar settings associated with EU-funded research environments.
- Master’s degree in science, management, public administration, policy, engineering, or a related field.
- 6–8 years of experience as a Programme Manager, or in a similar role, with significant experience in a university, academic, or research institute setting.
- Demonstrated, hands-on experience managing and leading teams, including responsibility for daily operations, performance management, R&O cycles, conflict resolution, and team growth.
- Demonstrated experience in program/operations management and multiple EU-funded research projects (e.g. Horizon Europe), including reporting, audits, amendments, and interaction with the European Commission.
- Strong analytical and problem-solving skills.
- Strategic and flexible mindset combined with a hands-on approach.
- Clear track record of developing teams and individuals in complex, matrixed organizations.
- Strong interpersonal skills with the ability to navigate complex organizational environments.
- Excellent command of English; proficiency in Dutch is a strong plus

Conditions of employment
- Duration of contract is 1 year Temporarily with a posibility for extension
- A job of 38-40 hours per week.
- A salary based on Scale 12 of the CAO for Dutch Universities with a salary between €5705 – €7297 gross per month based on a fulltime contract (38 hours), plus 8% holiday allowance and an end-of-year bonus of 8.3%.
