About the job:
Based in The Hague, Netherlands, you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join the NCI Academy that offers best in class vocational training on NATO systems and services with the team Academy delivering high quality, certified and up-to-date training in C4ISR, Cyber, Command and Control and Enterprise field across the NATO community.
We are looking for a driven and enthusiastic Senior Learning Solutions Expert who will take on the following roles and responsibilities:
• Ensures that Education and Training are an integral part of all new NATO capabilities by implementing a 'Training by Design' approach, working closely with HQ Supreme Allied Commander Transformation (SACT), NCI Agency Business Areas and Acquisition / Integrated Product Support (ACQ/IPS);
• Supports HQ SACT and NCI Agency Business Areas that are responsible for the implementation of new capabilities with specific Training by Design support, Onboarding the new learning solutions in the NCI Academy catalogue;
• Coordinates Training by Design activities of all three NCI Academy training domains: Cyber Defence and Emerging Technologies (CDET), Command and Control Functional Services (C2FS) and Communications and Deployable Systems Training (CDST);
• Builds and deepens solid relationships across all internal and external NCI Agency customers;
• Maintains a close connection to, and awareness of, industry best practises.

About you:
The valuable knowledge and experience that you bring to this role are:
• A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience;
• A minimum of three years’ experience in designing and developing learning solutions, including physical training materials, E-learning modules, Micro-Learning, electronic performance support, virtual classrooms etc;
• Strong vision on learning and development in large organisations ;
• A minimum of 3 years’ experience with project management in a customer facing role, preferably in an Agile environment;
• Experience with analysing business needs and IT capabilities, and translating them in to performance and learning objectives;
• Experience with managing third parties in designing and developing learning solutions;
• Demonstrable affinity and experience with (military) IT systems
• Experience with industry standard development models such as ADDIE or SAT;
• Fluency in English, both written and spoken
Desirable Experience and Education:
• Experience with the NATO Common Funded Capability Development Governance Model (CFCDGM)
• Experience with NATO’s Global Programming Process
• Experience with working in military / technical environments, particularly in the field of Cyberspace
• Experience of working in an international environment comprising both military and civilian elements in a supervisory role.
• Knowledge of NATO responsibilities and organization, including ACO and ACT.
