About the job:

Based in The Hague, you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join the Acquisition Office, which is responsible for the full range of acquisition expertise and activities which support the planning, implementation and maintenance of the required capability to support the Agency’s strategic goals and missions.

The Acquisition Policy Office assists the Deputy Chief of Acquisition for Procurement & Policy in developing, reviewing and implementing ACQ procurement processes and procedures aiming to support ACQ operational activities. The office also provides guidance and participates in NCI Agency and NATO-wide procurement policy initiatives.

We are looking for a driven and enthusiastic Procurement Policy Technical Officer (Data and Technology) who will take on the following roles and responsibilities:

  • Procurement data analysis and management, development and maintenance of databases and dashboards to extract actionable insights;
  • Assist in evaluation, selection and implementation of procurement software and technology solutions in collaboration with other departments;
  • Support procurement policy development, revision and compliance;
  • Provide technical assistance, training, and guidance to procurement staff on new policies, systems, and best practices;
  • Process improvement, identifying bottlenecks through data analysis and leading initiatives to automate and streamline procurement workflows;
  • Work closely with cross-functional teams, external partners, suppliers and regulatory bodies.

About you:

The valuable knowledge and experience that you bring to this role are:

  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience; Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post;
  • 2 years of experience in procurement, data analysis, or technology integration roles;
  • Strong analytical skills with proficiency in data analysis tools (e.g., Excel, SQL, Power BI);
  • Knowledge of procurement software and technology platforms (e.g., SAP, Oracle Procurement);
  • Understanding of ERP systems is beneficial;
  • Experience with website content management and programming (e.g., HTML/CSS/Javascript);
  • Excellent communication and interpersonal skills to effectively collaborate with various stakeholders, including technical and non-technical audiences;
  • Proven experience and ability to manage multiple projects and meet deadlines in a fast-paced environment;
  • Fluency in English, both written and spoken.
