We are looking for an experienced HR professional to lead the HR function for Keysight Belgium and The Netherlands (~280 employees in total). The role will be based in either Leuven, Belgium, or Delft, The Netherlands, with travel required between offices. You will support managers and employees in both countries, ensuring HR compliance, fostering Keysight’s values and culture, and driving employee engagement.


Responsibilities

HR Operations & Process Improvement

  • Implement and manage HR policies and process improvements, ensuring all country-specific documentation is up to date.
  • Support new hires and managers to ensure a smooth onboarding experience, including delivering new hire orientation training.
  • Guide employees and managers through the exit process, ensuring compliance and proper offboarding.
  • Collaborate with the payroll team to ensure accuracy and compliance with local regulations.

HR Business Partnering & Compliance

  • Provide guidance on HR policies and procedures for employees and managers.
  • Ensure compliance with local labour laws and regulations in Belgium and The Netherlands.
  • Represent Keysight in Works Council meetings, providing input on key decisions and updating the HR management team as needed.
  • Support country general managers in both countries and participate in the country general management meetings
  • Manage legal reporting requirements, including diversity metrics and sickness absence.
  • Work closely with immigration teams and vendors to monitor compliance.

Talent & Performance Management

  • Advise managers on job classifications, job levels, annual rewards, and objective setting.
  • Support managers with employee relations, performance issues and reorganisations in partnership with business HR.
  • Lead culture change and change management initiatives, fostering accountability and business urgency.
  • Collaborate with the Talent Acquisition team for hiring purpuses and partner to develop links and programs with local universities.

Qualifications
  • Fluent in English and Dutch, with a strong working knowledge of French.

  • Strong interpersonal skills with the ability to communicate effectively at all levels.
  • Ability to work independently, take initiative, and provide proactive HR support.
  • Up-to-date knowledge of local HR legislation and compliance requirements in both Belgium and The Netherlands.
  • A team player with a positive, approachable, and adaptable attitude.
  • Strong problem-solving skills and the ability to manage complex HR matters effectively.

Nice to have:

  • Experience in Mergers & Acquisitions (M&A), with the ability to manage local acquisitions, divestitures, and major HR projects.
  • Strong proficiency in HR business tools and a solid technical understanding of the Microsoft Office Suite.
  • Excellent presentation and facilitation skills.

Education & Certifications:

  • Degree-qualified in HR, Business Administration, or a related field.
  • HR Professional Certification is preferred.
