Organization Background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,350 NGOs operating in 22 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.
INSO Mission in Haiti
Present in Haiti since June 2022, INSO gradually launched its services throughout 2023 and now works with nearly 100 partners (national and international NGOs, as well as six members of the Red Cross and Red Crescent Movement). INSO Haiti is based in Port-au-Prince and covers the entire country. A sub-office in the northern region, in Gonaïves, was opened in July 2024. In Haiti, INSO supports partner NGOs to enable the delivery of aid to the most vulnerable populations by providing context analysis and advisory services, crisis management support, access and safety trainings, while also facilitating NGO coordination and advocacy for humanitarian access.
Job Summary
Step into impact: Become INSO’s Country Administration Manager in Haiti! As Country Administration Manager (CAM) in Haiti, you lead the day-to-day operations that keep our mission moving. Based in Port-au-Prince you oversee logistics, procurement, HR, finance, and compliance—ensuring smooth, efficient, and accountable operations. You manage recruitment, onboarding, and staff performance, while also coordinating budgeting, financial reporting, and audits. Working closely with HQ and other departments, you ensure all processes align with INSO’s standards and donor requirements. You directly supervise the Finance, HR, and Operations Officers, supporting the entire team to deliver safe and effective humanitarian access.
Key Responsibilities
Human Resources
- Ensure compliance with INSO’s staff regulations and national labor laws; recommend updates as needed.
- Lead national and international recruitment, onboarding, and induction processes.
- Oversee national staff performance, grievance, and disciplinary processes, escalating issues when required.
- Maintain accurate HR records in HRIS/ATS systems and manage payroll, taxes, and staff insurance.
- Support the development of salary structures and legal compliance in new country setups.
- Act as focal point for safeguarding, HR reporting, and audit coordination.
- Supervise the HR, Finance, and Operations Officers (if applicable).
Finance
- Manage day-to-day financial operations, ensuring accurate recordkeeping, reconciliation, and monthly closure.
- Maintain secure and organized financial documentation.
- Develop and monitor budgets, forecasts, and donor financial reports in coordination with HQ.
- Oversee cash flow, fund disbursement, and compliance with donor requirements.
- Support grant management, donor reporting, and financial variance analysis.
- Ensure internal controls, enforce financial compliance policies, and lead audit preparedness.
Legal & Compliance
- Ensure legal registration, timely reporting, and compliance with national laws.
- Coordinate visas, work permits, and residency for staff.
- Manage relationships with legal advisors and implement audit recommendations.
Facilities & Asset Management
- Oversee office and guesthouse operations, utilities, and maintenance.
- Maintain an updated asset register and ensure full compliance with asset management procedures.
- Manage vehicle servicing, documentation, and fuel usage tracking.
Procurement & Logistics
- Ensure compliance with procurement policies (SOP2), donor rules, and maintain organized records.
- Conduct supplier vetting, market surveys, and manage contracts with vendors and landlords.
- Implement controls to prevent fraud; manage fleet operations and generator usage.
Safety & Security
- Support SMT in securing INSO facilities, assets, and staff.
- Maintain and update Country Security Management Plans and Risk Assessments.
- Lead safety briefings for staff and ensure security documents are properly archived.
- Monitor and report on security audit findings and incidents.
IT
- Enforce compliance with INSO’s IT policies and ensure proper SharePoint management.
- Support staff with training and coordinate with HQ IT for systems and email management.
Qualifications
Essential:
- Minimum 5 years of progressive professional experience in managing supporting services: HR, finance, logistics, facilities, and procurement.
- Proficient use of MS Office suite, financial and HR database management.
- Fluent spoken and written French and English language skills.
- Experience working in an international NGO or similar environment
- General knowledge of donor procurement regulations.
- Flexibility to travel internationally with possession of valid travel documentation and visas (US, Canadian, or Schengen)
- Excellent organizational and multitasking abilities.
Nice to Have:
- Experience in SUNSYSTEM and Q&A reporting tool
- Knowledge of INSO and affinity with its mission.
- Strong understanding of legal and regulatory requirements in the country.
- Prior field experience in [country] in a similar position is a plus.
- Another language such as Arabic, Spanish, or Portuguese

Terms & Conditions:
Fixed-term (renewable) full-time contract. Monthly salary of €5,500, 4 calendar days of annual leave per month worked, 7 days of R&R every 2 months with an allowance of €1,250, accommodation, comprehensive medical coverage (excluding the United States), and life insurance.
