Special Notice:
A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.
A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.
Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.
A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.
The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.
Organizational Context
The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralises the specialised support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate.
The Procurement Unit belongs organizationally to the General Services Section (GSS) in the Division of Management Services in the Registry.
This position is reporting organizationally to the OTP/ISD, but seconded and co-located within the GSS/PU to deliver the OTP/ISD procurement services.
Duties and Responsibilities
Within the delegated authority and under the direct supervision of the Head of Procurement Unit, the incumbent performs the following tasks for the OTP procurement portfolio:
- Plan procurement actions for assigned projects, which involve the procurement of a variety of goods and services of a general nature, and some technically complex commodities.
- Review and analyse technical specifications to ensure completeness, accuracy and competitive qualities, and identifies optional courses of action.
- Assist staff in matters regarding procurement policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs. Develop vendor pre-qualifying criteria, identify product sources.
- Solicit and evaluate bids/proposals/quotations to ensure proper consideration of procurement principles. Compile and present procurement data; prepare all relevant supporting documents and recommend approval of the contract or purchase order;
- Participate in the market and supplier research.
- Prepare a variety of reports, correspondence, and documents (e.g. purchase orders, contracts and amendments) on procurement-related matters.
- Perform other duties as assigned.
Essential Qualifications
Education:
An advanced university degree in business administration, public administration, commerce, audit, procurement, law, or related field. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Certification of Level 2 Chartered Institute of Purchasing and Supply (CIPS) or an equivalent level of qualification granted by a professional association or educational institute is highly desirable.
Experience:
A minimum of two years (four years with a first-level university degree) of progressively responsible professional experience in procurement or supply chain roles in a commercial/industry environment.
Previous experience with procurement within the United Nations is highly desirable.
- Knowledge of procurement procedures, as well as of the relevant marketplace, preferably certified CIPS and UNGM experiences.
- Very good knowledge of Microsoft standard applications, particularly word, Excel spreadsheets and ERP systems, preferably SAP/procurement module.

- Knowledge and understanding of procurement policies, practices and procedures.
- Knowledge of internationally recognized procurement standards and understanding of procurement techniques and practices used in the private sector;
- Knowledge of market trends and sources of supply and equipment and of procurement/contract execution and administration;
- Good planning and organizing skills;
- Strong communication skills, with the ability to communicate technical procurement matters in a simple, clear and concise manner;
- Ability to properly manage confidential information;
- Ability to conduct research and analyse data and information to develop recommendations on procurement contracts awards;
- Ability to administrate and handle complex and voluminous amounts of information and evidence; Ability of problem-solving and facilitation skills;
- Flexibility and adaptability to changing environment and plans;
- Ability to work effectively in a multi-cultural and multi-disciplinary environment in a non-discriminatory manner, with respect for diversity;
- High standards of professional and personal integrity.
Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
