A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

The Office of the Prosecutor (OTP) investigates war crimes, crimes against humanity and genocide allegedly committed within the jurisdiction of the International Criminal Court (ICC). Within the Integrated Services Division and as part of the Tracking and Information Fusion Section, the Information Fusion Centre (IFC) provides analytical support and advice to the Unified Teams and other OTP sections in specialized areas of analysis, including Geospatial Intelligence, open-source/OSINT investigation as well as military analysis. The IFC is a multidisciplinary team comprising analysts who are domain specialists. IFC carries out targeted collection and processing, all-source collation and analysis, and dissemination of fused analytical products in support of investigations and prosecutions.

The OTP is committed to gender equality and places special emphasis to the development of gender analysis in support of investigations.

Duties and Responsibilities

The Associate Developer (Geospatial Intelligence) will be assigned to work within the GeoINT Team of the IFC supporting several Unified Teams by providing specialized spatial and temporal intelligence support for data collection, analytical activities and result visualisation. Under the supervision of the Lead of the GeoINT Team and in compliance with the relevant protocols and methods, the incumbent will perform one or more of the following duties:

  • Develop and maintain web-based applications and geo-processing tools to support GIS activities of the OTP in HQ and during field activities.
  • Administer the OTP GeoINT geoportal and its user roles.
  • Participation in R&D projects with focus on GeoAI applications.
  • Understand OTP stakeholders' requirements and develop tailor made GIS applications that meet business needs.
  • Prepare and provide training on interactive demonstrations for multiple stakeholders.
  • Support the development of standard data structures and create data pipelines for harmonisation purposes.
  • Support spatial data infrastructure developments with focus on raster data capabilities.
  • Maintain the geo-database on SQL basis and support the development on graph-based data structures.
  • Assist in data integrity and quality assurance activities.
  • Perform other duties as required.

Essential Qualifications

Education:

Advanced university degree in Geographic Information Systems, ICT, Data Science or a related field is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of two years of experience (four years with first level university degree) working in the field of Geographic Information Systems, is required.

Experience in the application of Geographic Information Systems & Remote Sensing to criminal investigations, research and/or humanitarian fields would be an asset.

Experience working in a governmental or inter-governmental agency, scientific institute, or international tribunal would be an asset.

Experience in application of GeoAI research or similar fields of research would be an asset.

Knowledge, skills, and abilities:

  • Strong reasoning skills, including ability to understand complex scenarios of crime, to simultaneously handle conflicting information and hypotheses, to identify source biases, and to develop sound logical inferences;
  • Experience performing geospatial analysis preferably in support of criminal investigations, including geo-database, EO resources and OSINT sources;
  • Advanced computer skills, including ability to efficiently operate databases, search engines and data mining, analytical software, GIS, statistics, applications for map centric data visualisation;
  • Excellent working knowledge of SQL, programming languages or scripting tools such as R Perl, Python, C# or C++ is highly desirable;
  • Strong knowledge of various interactive visualization tools;
  • Strong understanding of data analysis methods and strategies;
  • Open mind for innovation;
  • Ability to work effectively and constructively in multi-disciplinary teams comprised of other analysts, investigators, lawyers and support staff;
  • Ability to work under stressful conditions and to meet strict deadlines;

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is considered a strong asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

General Information

- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
