Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

With the establishment of the Prosecutorial Administrative Services Division (PASD), the Programme Management Team (PMT) has been put under the oversight of the Senior Manager, Chief of the Financial Planning and Control Section. The PMT supports the establishment and management of extrabudgetary initiatives for the Office of the Prosecutor, with the aim to secure, implement, and report on extrabudgetary funds and expertise. This is done in compliance with the Financial Regulations and Rules and other official policies of the legal framework of the ICC as well as with the Terms of Reference of the Trust Funds and agreements signed with national entities contributing with funds and expert personnel to the OTP. Overall, the management of extra budgetary initiatives is comprised of project management, external relations, financial management, and human resource management.

Duties and Responsibilities

Under the direct supervision of the Programme Coordinator, the Associate Programme Officer will perform the following duties:

Programme design and development

  • Participate in the elaboration and review of the department’s strategic goals and objectives.
  • In coordination with programme teams and the Financial Planning and Control Section (FPCS), support the elaboration of project and funding proposals, in line with ICC regulations as well as donor requirements and guidelines.
  • Support the drafting of agreements and other administrative tools related to contributions to the Trust Funds (TFs) prior to their review by Legal Advisory Section (LAS).
  • Support the development of programmatic and financial documents and presentations.

Programme implementation, administration and monitoring

  • Lead the ongoing process of monitoring and updating the cost/expenditure plans of TFs, ensuring compliance with ICC internal procedures and regulations.
  • At PMT level, validate costs and expenditures charged to the TFs.
  • Conduct periodic analysis on the level of implementation of the TFs.
  • Identify and flag potential challenges and risks that may affect the programmatic and financial implementation planned under the TFs and propose mitigation measures.
  • Co-lead various Extrabudgetary Resources coordination and management meetings.
  • Liaise with FPCS and OTP-HR for the follow-up and facilitation of recruitment and procurement processes under the TFs.
  • Liaise with relevant units in Registry for matters related to the TFs.
  • Maintain accurate tracking of all pledged/received contributions, including their formalisation status and reporting obligations.
  • Maintain records of relevant documentation related to the TFs (agreements, communications, reports, etc.).
  • Contribute to overall internal programme and grants management processes, and any other duties related to the TFs and the extrabudgetary resource portfolio.

Compliance and reporting

  • Co-lead with FPCS on the development of financial reports on the Trust Funds.
  • Monitor the compliance of planned activities with TF objectives and commitments adopted by the OTP and propose risk mitigation measures on non-compliance to teams and sections (FPCS, External Affairs Unit (EAU), LAS, etc.).
  • Prepare comprehensive analytical products on Trust Funds in collaboration with the Project Coordinator and FPCS for management, decision-making and communication purposes incl. reports and presentations to the Assembly of States Parties (ASP) and their Committee on Budget and Finance (CBF).
  • Provide substantive support to the development of comprehensive and timely donor reports and coordinate with sections requesting their input.
  • Provide comprehensive support to FPCS on audit requirements and financial reporting, incl. support to audit requests related to TF execution and processes and input to Annual Financial Statements.

Essential Qualifications

Education:

Advanced university degree in business administration, economics, international relations, finance, or other related areas. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

  • A minimum of two years (four years with a first-level university degree) of progressively responsible experience in programme/project, contracts and financial/budget management, preferably from regional or international organisations or NGOs, is required.
  • Experience in coordinating and liaising with key internal and external stakeholders in carrying out programme/project management, implementation and reporting (narrative, financial), is highly desirable.
  • Experience with managing voluntary contributions/extrabudgetary funds/trust funds in an international organisation setting, is highly desirable.
  • Demonstrated professional experience in drafting grants, grant management, monitoring, auditing and programme implementation is highly desirable.
  • Experience using SAP is considered an asset.

Knowledge, skills and abilities:

  • Excellent communication skills, including with staff at all levels.
  • Excellent drafting and presentation skills.
  • Strong IT skills including Microsoft Office; knowledge of SharePoint is an asset.
  • Strong planning and organizational skills, with flexibility and ability to adjust in a highly dynamic environment.
  • Ability to set priorities and work independently under strict deadlines.

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
