Organisational Context
The Financial Planning and Control Section (FPCS) provides professional financial and budgetary support to the Office of the Prosecutor (OTP), in close cooperation with the relevant sections of the Registry, with a focus on financial matters, budgeting, and performance measurements. The Section performs activities which are essential to supporting the Office’s operations, in accordance with the relevant articles of the Rome Statute that establish the governing framework of the Court. FPCS’s main objective is to facilitate the full implementation of legislative mandates and compliance with the Court’s policies and procedures with respect to the management of the financial resources of Major Programme II, ensuring the prudent stewardship of funds for the effective delivery of the programme of work and for staff of the Office as foreseen in the PPB.
Duties and Responsibilities
Within delegated authority and under the direct supervision of the Director of the Prosecutorial Administrative Services Division (PASD), the incumbent will perform the following duties:
- Advise the Prosecutor, as well as senior management, on all matters related to the financial and administrative support of the operations of the Office of the Prosecutor (OTP);
- Prepare the OTP budget and requests for extra-budgetary funds (e.g.: Contingency Fund, Trust Fund, etc.);
- Provide substantive support and guidance to relevant expert bodies in their budget review; present and negotiate the OTP budget proposals with the Committee on Budget and Finance (CBF), The Hague Working Group (HWG) and the Assembly of States Parties (ASP);
- Serve as the primary Certifying Officer for OTP, verifying and certifying expenditure, obligations and allotments of the OTP budgetary and extra budgetary funds, exercising discretion and ensuring adherence to the Financial Rules and Regulations;
- Oversee the review and finalization of performance reports; monitor variances between approved budgets and actual expenditures; and present reports on the OTP activities to the CBF, Member States, external stakeholders and other oversight bodies;
- Oversee the management of FPCS and of the Extra-budgetary resources Team (XB Team), setting tasks and objectives for the Administration Officer and for the XB Team Programme Coordinator, fostering high-quality connections based on respect, trust and active engagement, ensuring staff are empowered and grow professionally through coaching, guidance and training;
- Serve as the Office’s main liaison on budgetary and financial matters with the Registry, ensuring that all needs for procurement and financial services are defined within OTP and properly channeled to the Registry's functions; and
- Perform any other task as instructed by the Director, PASD and / or the Prosecutor.
Essential Qualifications
Education:
Advanced university degree, with a specialisation in management, financial management, accounting, business or public administration, economics or a related field is required.
A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of ten years (twelve years with a first-level university degree) of progressively responsible experience in finance, administration, budget, business / public administration or related area is required.
- At least five years of experience in the overall preparation and management of complex budgets in a large international organization is required (focus on public services and/or courts and prosecution offices is desirable).
- A minimum of five years’ experience in team leadership and management is required.
- Experience with International Public Sector Accounting Standards/International Financial Reporting Standards or similar accrual accounting standards is desirable.
- Experience with a UN system or similar international organization is desirable.
Knowledge, Skills and Abilities:
- Knowledge of financial, procurement and budgetary principles and practices, budget management and financial administration of resources. Ability to apply financial rules, regulations, policies, and guidelines in work situations.
- Demonstrated analytical capabilities with expertise in advising managers and executive leadership on budget-related matters. Ability to handle complex budgets and develop innovative strategies to address financial management issues.
- Proven professional competence and mastery of subject matter and efficient in meeting commitments, observing deadlines, achieving results and making difficult decisions.

Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French, and working knowledge of the other is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
