Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

The Suspects At Large Tracking Team (SALTT) is a multidisciplinary team, within the Office of the Prosecutor (OTP), comprising investigators, analysts, lawyers, and international cooperation advisers responsible for the tracking and tracing of persons of interests, and individuals for whom the ICC has issued warrants of arrest.

The Suspect At Large Tracking Team is situated within the Integrated Services Division of the Office of the Prosecutor. The Assistant Regional Expert will report to the Head of SALTT.

Duties and Responsibilities

Under the overall management and guidance of the Head of the Tracking and Information Fusion Section, the incumbent is expected to support the Suspects At Large Tracking Team (SALTT) in strengthening its investigative strategies and operations in relation to the situation countries and regions of relevance to tracking ICC fugitives.

In particular:

  • Advise senior managers and SALTT in matters relevant to fugitive tracking and related with the socio-economic, political and cultural aspects of the situation country or region under investigation and/or relevant to fugitive tracking;
  • Assist SALTT in strengthening the country-specific and region-specific support network for the investigations, including supporting SALTT on contacts with different local organisations, civil society groups, diaspora groups, media and other country/regional networks and interlocutors;
  • Identify potential areas of information and investigative opportunities characteristic of the victimized societies and the perpetrating structures, by identifying relevant leads and making recommendations for next investigative steps for tracking;
  • Review and perform analysis of relevant materials and assist SALTT in interpreting correctly the information, in view of its social, political, cultural and linguistic context;
  • Assess the credibility and reliability of local sources of information, in view of their original background and context, including open sources, human sources and documents;
  • Advise SALTT in approaching and developing a rapport with sources in ways that are coherent with and respectful of their culture;
  • Develop security strategies for sources, the staff and the information, that are appropriate and coherent with the local societies;
  • If required, support SALTT in the collection, screening and handling of information, in accordance with the person’s qualifications and in compliance with the OTP standard operating procedures;
  • Cooperate as required with others within the OTP in integrating the knowledge of the local societies with other specialised areas (cooperation, criminal, financial, military and others);
  • Participate in outreach activities and represent the team as required with relevant external bodies;
  • Ensure the maintenance of strict confidentiality and security of information, in accordance with the regulations of the Office of the Prosecutor;
  • Participate in the training and briefing of staff on issues specific to the local societies and ensure the team has a good understanding and diligence with regard to cultural issues;
  • Perform other duties as required.

Qualifications and Experience

Education:

Advanced university degree, preferably in Law, Criminology, Social Studies or other related fields. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Work experience:

A minimum of 2 years of relevant working experience with a first-level university degree (zero years with an advanced university degree) of progressively responsible work experience in the context of criminal investigations, human rights investigations, academic research, journalism, etc., with a special focus on crimes, human rights violations or violence committed in the context of armed conflicts.

Knowledge, skills and abilities:

  • Ability to research, organize and analyse complex and voluminous amounts of information;
  • Ability to formulate investigative hypothesis, assess critically sources of different types, synthesize large volumes of information, cross-check multiple sources, draft analytical reports and produce charts;
  • Excellent problem-solving skills and ability for creative thinking when dealing with complex situations and devise innovative solutions;
  • Excellent communication and negotiation skills;
  • Excellent ability for team-work, including listening, sharing, communicating, taking responsibility, providing peer-support and feedback in a respectful manner;
  • Awareness of gender issues and appreciation for cultural diversity;
  • Ability for pragmatic thinking and action, to focus on key points, identify priorities, plan work according to realistic objectives and schedules, and to recommend and implement specific actions within short deadlines;
  • Knowledge of the requirements of international criminal law concerning the elements of crimes and modes of liability;
  • Ability to comply with high level confidentiality requirements, to work under stressful conditions and to demonstrate a high degree of flexibility and adaptability;
  • High professional and personal integrity standards, with a strong commitment to the core values and objectives of the International Criminal Court.

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French, is required. Fluency in one of the languages of the situation country is essential. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

General Information

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3 - ICC-ASP-23-Res.3-ENG) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.

- In accordance with the Rome Statute, the ICC aims to achieve fair representation of women and men for all positions, representation of the principal legal systems of the world for legal positions, and equitable geographical representation for positions in the professional category.
