A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Important:
Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.
Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.
A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.
Organisational Context
Under the direct supervision of the Director of Division of Management Services, the principal functions of the ICC Security & Safety Section are:
- Protection off all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force.
- Management and control of all electronic security and surveillance protection systems operated at the seat of the Court.
- Safe handling and custody of all accused persons whilst detained at the seat of the Court.
- Background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment.
- To promote the safety and security of ICC staff and its investigative and judicial processes, including through coordination and liaison with the security agencies of the host country, member states and international organisations.
- Armed protection of designated staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies.
- Prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies.
Duties and Responsibilities
Under the direction of the Head, Building and Court Security Unit and under the direct supervision of the Security Lieutenant, the Security Sergeant (G5) is responsible for the following duties:
- The supervision, delegation and planning of security tasks during various work shift and duties within the Section to meet competing operational demands in a manner consistent with maintaining the security standards and procedures of a security critical organisation.
- The provision of general leadership and guidance to subordinate security personnel through direct supervision and monitoring of the daily activities of subordinate security personnel to ensure best practice and service standards across a range of activities, including detainee custody and other specialist duties.
- The investigation and reporting of security and safety incidents and the completion and coordination of ICC security and safety related inquiries and the maintenance of vital investigation records and databases.
- Assists and delivers training in various security and safety related topics.
- Ensures the safe custody of accused persons by supervision the close security escorts to prisoners.
- Conducts physical searches of the premises in response to threats or as a preventative security measure.
- As a shift supervisor, ensures the initial response to emergencies, technical alarms, security alarms or other reports requiring security and safety intervention.
- Provides first aid and "first responder" medical assistance to injured or ill persons at the seat of the Court.
- Monitors the operation and performance of the electronic security systems at the Central Control Rooms, including CCTV surveillance and recording, access control, intrusion detection, fire and technical alarms.
- Supervises the maintenance of all necessary security records, including firearms register, control room records, incident logs, visitors logs, contractor records, through completion of manual logs or the use of PC based equipment.
- Provides security escorts to witnesses, VIP's or other dignitaries whilst at the seat of the Court.
- Maintains the administrative records in relation to leave, compensatory time, overtime, night differential, other entitlements or other administrative requirements for the subordinate security personnel.
- Reports infractions of ICC rules or breaches through the chain of command.
Essential Qualifications
Education:
Completion of secondary education.
Experience:
A minimum of six (6) years of experience in security field, preferably with national police, military or international organization or corporate security service is required.
Knowledge, skills, and abilities:
Required:
- Formal training and certifications in supervisory or team leader tasks and previous experience in such capacity in a national police, military or international organization or corporate security service.
- Training, knowledge and experience in operating modern security screening equipment for screening persons and items.
- Training, knowledge and experience in working in a security control centre with modern intrusion detection and CCTV, access control, communications and fire alarm, evacuation and emergency systems.
- Computer Literacy.
- Training knowledge and experience in investigations and techniques involved.
- Radio Communications.
- Training in arrest and restraint techniques and tactics.
- Training in fire prevention and firefighting.
Desirable:
- Training in the use of baton and other non-lethal weapons or instruments.
- Training and experience in prisoner handling.
- Training and ability to be certified in the use of firearms.
- Training and ability to be certified in First Aid.
- Training and experience as an instructor.
Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset. Knowledge of Dutch is an asset.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
