Organisational Context
The Technical Officer leads the Technical Support Unit (TSU), within the Information, Knowledge and Evidence Management Section (IKEMS) and reports to the Head of IKEMS.
IKEMS, headed by an Information Management Coordinator, combines the OTP’s information, solutions development, digital forensics and evidence management operations into one consolidated section. IKEMS aims to maintain a coordinated, flexible and operationally responsive IKEM support capacity throughout the OTP, in order to support the full spectrum of the OTP’s information and evidence operations.
TSU is the OTP's centralized technical equipment management and A/V support centre. It ensures the availability and provision of technical support and equipment, including temporary and/or permanent mission and field support through the acquisition, storage, distribution and maintenance of specialised equipment, supplies, and provision of A/V services for OTP-specific needs.
Duties and Responsibilities
Under the direct supervision of the Head of the Information Management Coordinator, the incumbent will perform the following tasks:
- Lead and manage the Technical Support Unit (TSU) and all of its assets, policies and operations. Oversees the provision of technical expertise and support to all OTP business areas, whether at headquarters or in the field, and ensure a continuous (24/7) support capacity is sustainably maintained across the full spectrum of support services provided by the unit.
- Liaise with OTP end users to assess technical and/or audio-visual support needs across a broad range of operational circumstances. Draft project and/or mission plans, proposals, presentations, scopes of work, policies, inspection reports, inventory summaries/reports, standard operating procedures, or any other deliverable necessary that supports or improves TSU operations in both headquarters and/or austere field environments.
- Supervise, coordinate, plan, manage and draft reports and recommendations pertaining to the effective and efficient identification, selection and testing, procurement, receipt, registration, stock level, provision, distribution, return and/or replacement of all OTP A/V, technical and/or specialised equipment, in both headquarters and field offices, ensuring an effective application of logistics and equipment lifecycle management principles is maintained.
- Prepare ad hoc and/or routine reports, tables, briefings and presentations, assessments and analyses on all aspects of TSU and its needs, operations, outputs and performance, including procurement planning, equipment testing and selection, inventory management, service provision and/or improvement, resource and operational forecasts, as well as monthly and annual reports .
- Oversee, manage and implement all applicable aspects of information and physical security relating to TSU, its equipment and its operations, whether at headquarters or in the field, and ensure alignment of TSU policies and practices with technical considerations relating to evidence digitization and collection and/or OTP or corporate security policies.
- Keep abreast of industry developments and global technology innovations in all areas which may impact TSU and its operations, or the OTP and its technical support needs, at both headquarters and in the field. Provide recommendations to senior management and OTP end-users and/or prepare and provide specialised training to end-users and/or TSU staff as part of routine up-skilling, coaching and mentoring..
- Identify technical, resource, planning, or operational shortcomings and propose remedial solutions to these, both at headquarters and the field.
- Liaises with all units across the OTP in assessing, evaluating and determining needs and identifying and developing technical solutions that are compatible, complimentary, and ‘integration ready’ wherever feasible, and which conform to security standards, best practices, international and industry standards, ICC policies and procedures as well as to procurement and contract related timelines and deliverables
- Leads and manages procurement of equipment and supplies for the TSU for OTP. Prepares Scope of Works, Terms of References, technical evaluations, PRC submissions, and other relevant documents. Closely cooperates with the Registry on procurement projects.
- Develops and implements IKEMS policies and standards relating to equipment procurement and management, prepares monthly reports for the Unit.
- Other duties as required.
Essential Qualifications
Education:
Advanced university degree in a relevant discipline (economics, supply chain management, logistics, procurement, business or public administration, management, computer science, engineering, mathematics, social science, or related subject) from a recognized university is required. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of an advanced university degree.
An additional certification in logistics and/or asset management, or public procurement (UNDP CIPS), or professional certifications in relevant areas (such as Certified Asset Management Professional) is required.
Experience:
A minimum of 5 years of relevant professional experience (7 years with a first level university degree) in the provision of specialised technical equipment support and/or audio-visual support, supply and logistics, or procurement, and/or other directly related technical fields, in a complex operating environment, in both headquarters and field scenarios, preferably in a law enforcement, military, and/or international organization context, is required.
A minimum of 5 years of experience in working with evidence, confidential or classified information, sensitive equipment, and/or stringent information security measures, is required.
A minimum of 4 years of supervisory experience in leading a team of two or more technical specialists as direct reports, is required.
A minimum of 3 years of experience in the collection and/or digitization of information and/or evidence, including collection of A/V evidentiary material, is preferred
Knowledge, skills and abilities:
Demonstrated knowledge of telecommunications support and management to headquarters and field-based teams (eg. GSM, satellite, MiFi/WiFi) is required.
Demonstrated knowledge of Office 365 and Equipment or Asset Management systems
and tools, is required.
Demonstrated knowledge of and experience with SAP is required.
Demonstrated field mission experience is desired.
Knowledge of languages:
Proficiency in one of the working language of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information
- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
