A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organisational Context
The Independent Oversight Mechanism performs the functions of investigation, inspection and evaluation in accordance with article 112, paragraph 4, of the Rome Statute. The Independent Oversight Mechanism (IOM) is a subsidiary body of the Assembly of States Parties to the Rome Statute. The IOM shall exercise operational independence under the authority of the President of the Assembly. The purpose of IOM is to ensure the Assembly of the effective and comprehensive oversight of the Court in order to enhance its efficiency and economy.
Duties and Responsibilities
Within the delegated authority and under the direct supervision of the Head of IOM, the incumbent will:
- Plan, conduct, manage and lead sensitive and complex investigations of alleged violations by staff, elected officials, consultants, contractors or any other individual within applicable ICC rules, regulations, policies, standards or other administrative issuance, including fraud, corruption, harassment and sexual harassment, abuse of power or other misconduct;
- Review and assess complaints and allegations to determine their relevance and reliability, propose the most effective investigative approach and formulate investigation plans;
- Lead and conduct sensitive and complex interviews which require specialist skills and considerable experience; interview witnesses and subjects, taking statements, obtain, review and prepare potential documentary and electronic evidence; analyse facts, conduct investigative research, determine findings and formulate recommended corrective measures;
- Prepare complete and concise investigation reports and other written outputs of the highest quality, presenting facts, conclusions and recommendations to enable the ICC management’s decisions regarding disciplinary, administrative or other corrective actions; liaise and coordinates between the IOM and the relevant ICC legal offices;
- Contribute to the knowledge management of investigations that IOM conducts;
- Support the Head of IOM in responding to requests for information and assistance and provide expert advice on investigatory matters;
- Participate in the development and preparation of relevant policies, procedures and instructions reflecting recognized best practices in the area of international administrative investigations;
- Contribute to the quarterly and annual reports of the IOM activities;
- When required, conduct inspection activities and verifications directed towards the resolution of problems which may or may have not been previously identified;
- Perform any other tasks as assigned by the Head of IOM.

Essential Qualifications
Education:
Advanced university degree in law, criminal investigations or any other related field. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
A minimum of seven years (nine years with a first level university degree) of progressively responsible, relevant professional experience in complex criminal and/or administrative investigations, with a proven track record in leading, planning and executing investigations is required.
Experience in an international organizational setting that may include judicial body, law enforcement institution, anti-corruption or administrative investigations, is required.
Knowledge, skills, and abilities:
- Advanced knowledge and understanding of theories, concepts and approaches relevant to administrative and/or criminal investigations;
- Demonstrated ability to conduct and lead complex investigation and/or inspection assignments, and produce quality reports with relevant elements i.e. facts, analysis and results;
- Ability to analyze large volume of complex and conflicting evidence;
- Excellent communication and negotiation skills required to advice and/or conduct interviews, give presentations;
- Strong demonstrated written skills with emphasis in complex report writing;
- Ability to work under demanding and at times conflicting work priorities and schedules; Determination, perseverance and the ability to network and build effective working relationships with internal and external stakeholders including non-government al organizations, military, police and government bodies.

- Professional and personal integrity.
Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3 - ICC-ASP-23-Res.3-ENG) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
- In accordance with the Rome Statute, the ICC aims to achieve fair representation of women and men for all positions, representation of the principal legal systems of the world for legal positions, and equitable geographical representation for positions in the professional category.
