Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

Under the direct supervision of the Director of the Division of External Operations, the Public Information and Outreach Section (PIOS) ensures that the proceedings are accessible to the public, raises awareness and promotes an understanding about the Court’s mandate and activities with the ultimate goal of getting support. It does so in relation to a number of target audiences across the globe, mainly encompassing international press and media, victims and communities affected by crimes within the jurisdiction before the Court; and key stakeholders such as legal communities, academics and non- governmental organisations. PIOS achieves its objectives through the use of a variety of communication means including granting interviews to media, press releases and production of other publications and audio visual materials as well as through the website and new social media platforms. PIOS is also responsible for the organisation of campaigns, events, and visits ranging from general groups to high profile visitors. It consists of four units: Public Affairs Unit; Protocol, Events and Visits Unit; Outreach Unit and Audio-Visual Production Unit.

Duties and Responsibilities

Under the supervision of the Head, Protocol, Events and Visits Unit, the incumbent will perform the following duties:

  • Deal with queries and requests from visitors at the information desk of the Public area.
  • Receive and process all applications for visits (for both groups and individuals) to the ICC.
  • Schedule visits, date and duration, and identify suitable speakers amongst ICC officials to receive and address visitors.
  • Make all necessary logistical arrangements including booking conference rooms, requesting IT services, catering, transportation, parking, preparation and distribution of relevant information materials.
  • Inform Security of scheduled visits, names of visitors and ensure compliance at all times of ICC security measures.
  • Greet visitors at the public area of the Court and escort them and when necessary oversee their seating in accordance with the rules of protocol.
  • Evaluate the programme for visitors, maintain records of visits and maintain statistics to serve as indicators to measure the impact of this activity.
  • In case of special events, conferences or ceremonies identify problems and assist senior officials on possible solutions. Ensure that protocol practices and procedures are established and followed.
  • Store, file, prepare and distribute ICC documentation and anticipate needs for printing.
  • Monitor incoming correspondence and draft correspondence for the signature by the Head, Protocol, Events and Visits Unit with regard to all the above matters and other subjects as required.
  • Perform other duties as required.

Essential Qualifications

Education:

Diploma of secondary education is required.

Experience:

At least four years of experience in the organisation of events and visits, hospitality, protocol or other related field is required. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.

Experience in an international environment is desirable.

Knowledge, skills, and abilities:

Knowledge of protocol practices would be an asset.

Excellent administrative, organisational and communication skills.

Ability to prioritise, plan and co-ordinate.

Initiative, adaptability in stressful situations.

Ability to operate databases.

Demonstrated interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural and multi-ethnic environment.

Knowledge of languages:

Fluency in one of the working languages of the Court, either English or French, is essential. Good working knowledge of the other is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) and Dutch would be considered as an asset.

General Information
- In accordance with the Rome Statute, the ICC is committed to achieving geographical representation and gender equality within its staff as well as representation of the principal legal systems of the world (legal positions).
