Contract Duration: | For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period). |
A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organisational Context
The Presidency of the ICC, composed of the President and two Vice-Presidents, is responsible for ensuring the proper administration of the Court and other functions conferred upon it in accordance with the Statute. The President or Presidency as a whole, as may be appropriate, exercises managerial oversight, coordination and cooperation; overseeing and supporting the fair, open and effective conduct of judicial proceedings; fulfilling the specific judicial functions of the Presidency; and broadening global understanding of and support for the work of the ICC by representing the Court in the international arena.
Duties and Responsibilities
Under the supervision of the Chef de Cabinet the incumbent will support the Presidency in its functions related to the proper administration of the Court in accordance with Article 38 of the Rome Statute. The incumbent will:
- Support the Chef de Cabinet by providing legal, policy or strategic advice to the President and the Chef de Cabinet on diverse and complex questions in relation to the planning, organization and operation of the Presidency’s administrative and strategic functions.
- Support the Chef de Cabinet in identifying the need for and developing new proposals for policies, projects or processes for Court-wide application, in particular in the areas of strategic planning and the overall administration of the Court; coordinate or ensure implementation of those policies or projects.
- Advise the President and Chef de Cabinet on the development and implementation of the Court's governance framework and on relations with the other organs of the Court.
- Prepare speeches of the members of the Presidency on administration, policy and strategic matters to be delivered to the oversight bodies of the Court, such as the Committee on Budget and Finance, Audit Committee and External Auditors, the Assembly of States Parties and Hague Working Group;
- Support the Chef de Cabinet in the effective organization of the Judiciary, in particular oversight of the efficient management of budgets, financial and human resources.
- Coordinate and monitor the development of budgetary and financial documents for the Judiciary, including assisting in the preparation of the proposed annual programme budget for the Judiciary.
- Support the Chef de Cabinet in the organization and follow-up of inter-organ meetings, discussions and decision-making; represent the office where appropriate in inter-organ meetings, or oversight bodies, such as the Committee on Budget and Finance, Audit Committee and External Auditors, the Assembly of States Parties and Hague Working Group; report back on issues discussed, actions required; and keep track of progress on recommendations of relevance to the Judiciary.
- Coordinate and supervise the work of the Associate Administration Officer in the Presidency.
- Act as an alternate Certifying Officer, when requested.
- Perform any other duties as required.
Required Qualifications
Education:
Advanced university degree in law, political science, public or business administration, management or other relevant fields, is required. A first level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
A minimum of five years (seven years with a first-level university degree) of progressively responsible relevant professional experience, including experience in management or administration of an office at national or international organization, is required.

Language Requirements
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is (highly) desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3 - ICC-ASP-23-Res.3-ENG) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
- In accordance with the Rome Statute, the ICC aims to achieve fair representation of women and men for all positions, representation of the principal legal systems of the world for legal positions, and equitable geographical representation for positions in the professional category.
