Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

Under the direct supervision of the Director of the Division of Management Services, the principal functions of the ICC Security and Safety Section are:

  • Protection of all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force.
  • Management and control of all electronic security and surveillance protection systems operated at the seat of the Court.
  • Safe handling and custody of all accused persons whilst detained at the seat of the Court.
  • Background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment.
  • Promotion of the safety and security of ICC staff and its investigative and judicial processes, including through coordination and liaison with the security agencies of the host country, member states and international organisations.
  • Armed protection of designated elected officials and staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies.
  • Prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies.

Duties and Responsibilities:

Under the direction of the Field Security Coordinator (FSCO) and the direct supervision of the Assistant Field Security Coordinator (AFSCO), the Close Protection- Security Operations Assistant will provide timely, reliable and professional security assistance for field deployments, being responsible for the following functions:

  • Provide armed and non-armed security protection for the staff members, Elected-Officials (EO), visiting dignitaries and other persons, as assigned, at the seat of the Court and during field activities.
  • Prior to initiating a deployment, coordinate with representatives of mission sections/units or organs on issues of the location, current threat and political climate and assess, plan, coordinate and execute close protection operations.
  • Ensure that mitigating measures are in place at all times to deter or deny identified threat and to preserve the security, safety, and wellbeing of senior ICC officials.
  • Ensure that continued effectiveness of the close protection team remains in relation to the changes of the local threat level.
  • Provide advice on operational requirements within the mandated area of operations and the time of assignment.
  • Provide general administrative and practical assistance to the FSCO and the AFSCO; maintain files and records.

Protective Support:

  • Conduct armed and unarmed close protection operations for an ICC EO.
  • Remain within the proximity of the ICC EO always and implement mitigating measures to preserve his/her security, safety and wellbeing.
  • Remain vigilant and alert in case of threat to the ICC EO.
  • Maintain effective and efficient security coverage for the working office and personal residence of the ICC EO.
  • Conduct close protection operations as outlined in the UN close protection policies and guidelines.
  • Conduct assessments of places, areas, roads, hotels, venues, accommodation, transportation in the area of deployment.
  • Whenever necessary or tasked, supervise the Close Protection detail in the performance of the assigned duties.

Security Support

  • Provide security support to ICC activities and missions in the area of deployment. Participate in mission activity, if required.
  • Liaise with international organisations and national security authorities, and coordinate security matters.
  • Conduct assessments of places, areas, roads, hotels, venues, accommodation, transportation in the area of deployment.
  • Support security mission activity such as liaison assignments and arrestee transfers.
  • Coordinate with national authorities in respect of matters such as import/export of firearms/security equipment and obtaining weapons permits.
  • Perform any other duties as required.

Liaison and Information Collection

  • Develop and maintain a formal and informal contact network with the United Nations Department of Safety and Security (UNDSS), other United Nations Security Management System (UNSMS) organisations, local security authorities, police, military, civilians, NGOs and other non-state actors.
  • Liaise with international organisations and national security authorities, and coordinate security matters.
  • Assist the FSCO and the AFSCO in collecting, assessing, updating and communicating information regarding the security situation.
  • Ensure adequate collection and verification of information required for security assessments by the AFSCO.
  • Monitor and maintain data, statistics and indicators in regards of the general security situation as well as specific areas of interest.

Incident Reporting

  • Assist in reporting security incidents involving or affecting ICC assets, property or staff members.
  • When tasked by the AFSCO, draft and compile incident reports. If required, liaise with national authorities such as the police. Obtain external copies of reports and documentation related to incidents involving ICC staff members and property.
  • Conduct interviews related to incidents as instructed by the AFSCO.
  • Compile and submit completed incident report to the AFSCO.
  • Maintain an incident reporting record and filing system.

Training and Briefings

  • Organize and conduct training courses on security awareness and preparedness.
  • Provide security orientation to newly assigned staff members.
  • Conduct security briefings to mission personnel, as required.

Administrative Support

    • Provide general administrative assistance to the FSCO and the AFSCO.
    • Maintain routine and confidential correspondence files/documents.
    • Maintain a database on contact details in relation to host country security authorities.
    • Maintain control over the security equipment at the external office and update inventory lists. Distribute equipment to staff when required and keep logs.
    • Arrange appointments, take minutes at meetings, keep track of field expenditures.
    • Contribute to making determination of equipment, facility and supply needs based on operational requirements.
    • Perform other security-related tasks assigned by the AFSCO.

Essential Qualifications:

Education:

Completion of secondary education.

Experience:

A minimum of 6 years of progressive experience gained via service in the police, military, United Nations Security or a government security agency or in corporate security, in operational and/or high risk areas.

An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility.

Experience in the following areas are required:

  • A minimum of five years of progressively responsible experience in close protection with a national, private or international security organisation.
  • At least one year experience and exposure at the international level and in a conflict, or a post-conflict environment.
  • Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles.

Expertise in the following areas are desired:

  • A valid B category driver’s license for manual gearbox vehicles is required.
  • Close protection of one or more principals; static and mobile protection is an asset; close protection command post operations is an asset.
  • Close protection response techniques is an asset.
  • Conduct of close protection training is desirable.
  • A valid C category driver’s license for manual gearbox vehicles is desirable.

Knowledge of languages:

Fluency in either of the working languages of the Court, English or French is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset. Basic knowledge of Dutch would be considered an asset.

General Information
- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check. All candidates should be in a position to submit an electronic copy of their passport and all diplomas listed on their profile when requested;
