Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

Under the direct supervision of the Director of the Division of Management Services, the principal functions of the ICC Security and Safety Section are:

- The protection of all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force.

- The management and control of all electronic security and surveillance protection systems operated at the seat of the Court.

- The safe handling and custody of all accused persons whilst detained at the seat of the Court.

- The background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment.

- The promotion of safety and security of ICC staff and its investigative and judicial processes, including through coordination and liaison with the security agencies of the host country, member states and international organisations.

- The armed protection of designated staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies.

- The prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies.

Duties and Responsibilities

Within the Security and Safety Section, the Personnel Security and Investigations Office is responsible for the management of the Court’s background screening (vetting) program, and it has a vacancy for an experienced security professional, with sound investigative and analytical skills.

Under the direction and supervision of the Personnel Security Officer, the Personnel Security Support Officer will be responsible for :

  1. Supporting the administration and management of the Court's background screening programs (vetting) by:

  • Conducting analysis and enquires related to the completion of security clearances for all individuals with access to the Courts systems, information and premises; including but not limited to - risk and analytical assessments, screening interviews, investigations into discrepancies and other areas of concern , open source and social-media assessments and drafting reports in line with agreed work processes to line management and/or the Human Resources Section.

  • Acting as the daily point of contact for external security agencies, INTERPOL and the Algemene Inlichtingen en Veiligheidsdienst (AIVD) regarding the screening services they provide to the Court.

  • Investigating serious security and safety related incidents (information loss, personal injury and accidents etc.) and drafting high quality reports, indicating causation and any recommendations regarding future preventative actions.

  • Advising security management on investigation techniques and reporting on the provision of recommendations on personnel security and preventative measures.

  1. Acting as Head of Office and providing supervision and oversight of the Court’s background screening (vetting) program, during the absence of the Personnel Security Officer.

  1. Conducting any other duties as requested by the Chief of Security, Head of Security Policy and Compliance Unit or the Personnel Security Officer.

Essential Qualifications

Education:

Diploma of secondary education.

Experience:

At least six (6) years relevant experience gained from employment in a vetting, investigation, analytical or other environment within a police, military or a government agency. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.

Knowledge, skills, and abilities:

Required skills:

  • Knowledge and skills related to background screening, vetting, risk assessments or analysis of information
  • Knowledge and skills related to conducting investigations. Ability to interview staff and ask questions of a sensitive nature and strong drafting and report writing skills.
  • Ability to handle a large volume of work in an efficient and timely manner with attention to detail and able to work independently and plan own work and prioritise team tasks.
  • Strong communication and negotiation skills.
  • Ability to manage people and resources and skilled in establishing relationships at all levels in a multi-cultural organisation.
  • Able to work in a team environment as a contributing member and respecting others and diverse views/behaviours.
  • Excellent computer skills and good understanding of office administration.
  • High degree of self-discipline, integrity and loyalty.

Desirable skills:

  • Knowledge of specialist investigation techniques (i.e. TSCM, Open Source, Artificial Intelligence) .
  • Knowledge of and experience in the principles of data protection and law.
  • Knowledge relating to training and/or knowledge transfer.
  • A solid understanding of spreadsheets; knowledge of Share Point, Share File and other systems and ability to identify efficiencies in work processes and software solutions.

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset. Good working knowledge of Dutch language is considered an asset.
