Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralizes the specialized support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include information knowledge and evidence management, forensic science, language services, tracking and information fusion. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.

Duties and Responsibilities

The incumbent of the post will work in the Language Services Unit of the Office of the Prosecutor reporting to the Translation Officer. He or she will work in a demanding but rewarding environment. The successful candidate will be expected to:

  • Support the Translation Officer in managing the timely provision of fit-for-purpose translation services in support of OTP operations (mainly for situation languages) – proactively planning and coordinating the needs, priorities and requests; determining feasibility of translation requests; overseeing the assignment of translation tasks (staff translators and external freelancers) and activities of the Translation team;
  • Source, test and select freelance translators and translation staff to meet the OTP’s translation needs, mainly for situation languages;
  • Oversee and conduct training and induction of new translators, mainly for situation languages;
  • Support the Translation Officer in developing and implementing quality assurance mechanisms
  • Support the Translation Officer in developing and updating translation guidelines, procedures and workflows, mainly in relation to situation languages, and in monitoring workload levels, making budget and human resources plans and recommendations;
  • Perform other related duties as requested.

Essential Qualifications

Education:

Advanced university degree in languages, linguistics, translation, or any other relevant field, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree;

Experience:

A minimum of two (2) years (four (4) years with a first-level university degree) of progressively relevant professional experience in linguistics, translation, language service provision, or any other related field , preferably in an international organisation, is required;

Knowledge, skills and abilities:

  • Excellent organisational, analytical, planning skills
  • Leadership, managerial and coaching skills;
  • Ability to understand complex linguistic issues and translation matters;
  • Sound knowledge of relevant computer software, specifically CAT (such as MemoQ) & MT tools, Microsoft 365, as well as Records Manager and RelativityOne;
  • Interpersonal, listening, and oral/written communication skills;
  • Negotiation, problem-solving and decision-making skills;
  • Ability to work flexibly and effectively under pressure and tight deadlines with evolving priorities;
  • Ability to work effectively and constructively as part of a multidisciplinary and multicultural team;
  • Ability to keep strict standards of confidentiality;
  • Openness to skills development.

Knowledge of languages:

Proficiency in one of the working languages of the Court (English or French) is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) or a situation-related language may be considered an asset.

General Information

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
