Special Notice:
A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.
A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.
Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.
A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.
The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.
Important:
Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.
Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.
A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.
Organisational context
The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of four units; the Facilities Management Unit (FMU), which is responsible for running the owner occupied premises at The Hague, the assessment, maintenance and adaptation of rental premises at field locations; the Procurement Unit, which provides value for money goods and services required by all Organs of the Court; the Transport and Logistics Unit (TLU), which provides distribution, supply chain services, fleet management, and shipping at HQ and Field Locations, local transportation mail operations and archiving at HQ. The Travel Unit (TU) is responsible to provide all official travel of the ICC, related visa services, resident permits at The Hague, administrative functions related to privileges and immunities and shipment of personal goods on appointment and separation. The Chief GSS, also responsible for the Courts commercial insurance programme, reports to the Director of Management Services.
Duties and Responsibilities
Under the overall guidance and technical supervision of the Head, Transport and Logistics Unit, General Services Section (GSS), and in coordination with the Victims and Witnesses Section (VWS), the incumbent will perform the following duties:
- Coordinate staff and non-staff resources of the Transport Team.
- Collaborate with all the stakeholders to determine adequate security measures and protocols for the safe transport of court’s officials, sensitive materials, and information. Ensure implementation and adherence of all ICC transport team to these designated protocols.
- Liaise between the clients’ front offices, Security and Safety section (SSS) and the police forces as and when required, ensuring optimal safety level for the client. Keep abreast of the latest security needs and measures to adopt.
- Coordinate all transportation requests, such as for visa and customs, to meet the operational requirements of the Court, including local transfers of witnesses.
- Administer all dispatcher tasks regarding transportation requests and fleet related issues.
- Arrange for the maintenance of the ICC vehicles.
- Provide driving support when additional manpower is required.
- Other duties as requested by supervisor.
Essential Qualifications
Education:
Diploma of secondary education.
Experience:
- A minimum of eight (8) years of relevant work experience in transportation, logistics or other related field. An advanced or first-level university degree , in combination with six (6) years of relevant experience, may be considered only to determine eligibility;
- Supervisory experience is required;
- Experience as a professional driver is required;
- Valid driver’s licence with clean record;
- Knowledge of basic vehicle maintenance;
- Excellent knowledge of the Dutch rules of the road;
The following experiences would be considered an asset:
- Experience in defensive and tactical driving.
- Experience with security or emergency related transport.
- Experience of working in an International organization or international/national court, Experience in providing logistical support for victims and witnesses.
Knowledge, skills and abilities:
- Ability to work under pressure and beyond official working hours;
- Absolute integrity, tact, loyalty, discretion, good judgment including particular sensitivity in dealing with witnesses;
- Ability to deal effectively with stressful situations;
- Ability to work in a multi-cultural environment with sensitivity and respect for diversity;
- Ability to operate personal computer and use basic modern applications (Word, Excel, MS).
Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, and Spanish) would be considered an asset. A working knowledge of Dutch is also considered an asset.

General Information
