Around the world, the number of missing persons is rising – as a result of conflict, climate change, organized crime, migration and other causes. By some metrics, the world is experiencing the highest number of conflicts since 1946. Conflict and natural disasters, including wildfires, hurricanes and floods, have fueled migration, which in turn has been accompanied by a surge in human trafficking and slavery.
The International Commission on Missing Persons (ICMP), a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands, is seeking an experienced, dynamic and committed individual to join a highly motivated team working on this global challenge. ICMP’s overall strategy is based on upholding international law and securing the rights of families of the missing to truth, justice and reparations.
Consultancy Background
The ICMP seeks a certified Occupational Health Expert to provide guidance on medical sick leave cases in the areas of employment and health to the Human Resources Unit and all ICMP staff. The Occupational Health Expert will support ICMP in reviewing medical sick leave cases to advise staff on long-term absences and provide support during the reintegration phase. Duties are related to the assessments of medical appointments, absenteeism monitoring and prevention, occupational health examinations and risk assessments. The overall purpose is to optimize long-term sickness management procedures, ensuring compliance with the national laws, and maintaining optimal working conditions for the staff.
Key Responsibilities
Under the overall guidance and supervision of the Head of Human Resources, the Occupational Health Expert’s duties and responsibilities will include, but will not necessarily be limited to, the following:
1. Appointment assessments
- Review of medical sick leave claims and specialist referrals for all ICMP staff.
- Request medical information and confirm reintegration plans.
- Discuss illness with the staff within six weeks of it being reported, draw up a problem analysis, advise on reintegration and resumption of work, and supervise the staff's reintegration.
- Assess staff’s fitness for work or incapacity for work after medical absences.
- Respond to staff’s inquiries and hold staff consultations.
- Maintain strict confidentiality with regards to staff's medical records and treatment.
2. Absenteeism monitoring and prevention
- Act as the primary focal point for all referral and sick leave coordination between the general practitioner and the Human Resources Unit.
- Responsible for maintaining medical records for all ICMP staff;
- Monitor and recording of outbreaks, creating Occupational Public Health/Alerts and advise on prevention;
- Reports occupational diseases to the Netherlands Center for Occupational Diseases.
- Provide information and advice on vaccinations, record keeping and signs and symptoms of infectious disease likely to be encountered in their workplace.
3. Periodic occupational health examinations
- Pre-employment medical assessment (questionnaires, medical history, biomonitoring) and ongoing medical assessment for staff exposed to biological hazards;
Qualifications
- Doctorate (MD) or equivalent in Medicine, Occupation Health, Health Care or relevant field.
- A minimum of 10 years of experience in clinical field, including experience in general practice or/and occupational health care in an international organization or similar environment.
- CPR/Basic Life Support and AED training certificates are required.
- ACLS/BCLS certification and /or certification in tropical and travel medicine is required.
- Knowledge of/experience with the Dutch healthcare system.
- Excellent communication skills both written and verbal.
- Solid organizational skills with ability to multi-task, set priorities, manage time and meet deadlines.
- Flexibility and ability to work well under pressure is essential.
- Proficiency in Microsoft applications, including Word, Excel, Power Point, Outlook and Teams.
- Access to a reliable internet connection.
Other Requirements
- Professional fluency in English and Dutch. Knowledge of other languages is an advantage;
- Proficiency in Microsoft applications, including Word, Excel and Power Point;
- Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
- Ability to travel at short notice and to work flexible hours including weekends and evenings;
- Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
Compensation
This is a fixed-term consultancy. The length of the consultation, along with the working hours will be discussed and agreed in detail with the selected candidate. Remuneration is commensurate with experience. Payment will be made within thirty (30) days or earlier of ICMP approving the invoice for payment by bank transfer. In the case of travel, ICMP provides medical evacuation and travel insurance. The consultant is required to provide their own health, life and accident insurance.
