Job Summary

The Proposal Manager – Public Sector (SLED) is responsible for leading and managing end-to-end proposal development efforts for US State and Local government solicitations. This role oversees the full proposal lifecycle, ensuring compliant, high-quality, and compelling responses aligned with evaluation criteria and win strategies. The Proposal Manager works closely with capture, sales, solution, pricing, legal, and delivery teams across geographies.

Key Responsibilities

• Lead the full proposal lifecycle for RFIs, RFQs, and RFPs supporting US State and Local government clients.

• Develop and manage proposal schedules, outlines, compliance matrices, and kickoff meetings.

• Apply Shipley-based proposal methodologies, including color team reviews (Pink, Red, Gold).

• Ensure strict compliance with RFP instructions, evaluation criteria, and submission requirements.

• Coordinate contributions from solution architects, SMEs, pricing, legal, and delivery teams.

• Drive development of executive summaries, management plans, technical narratives, resumes, and past performance.

• Manage proposal risks, issues, assumptions, and dependencies throughout the pursuit.

• Oversee final production, quality control, and on-time electronic submission.

• Support post-submission activities including clarifications, BAFOs, and debriefs.

• Maintain and improve reusable content libraries and proposal best practices.

Skill Requirements

• 10+ years of proposal management experience supporting US public sector RFPs (State & Local preferred).

• Strong knowledge of US government procurement and evaluation processes.

• Hands-on experience applying Shipley Proposal Management methodology.

• Shipley certification or formal Shipley training strongly preferred.

• Proven ability to manage multiple complex proposals simultaneously.

• Excellent written, verbal, and stakeholder management skills.

• Ability to work effectively across time zones with US-based teams.

Other Requirements

• Experience supporting large system integrators or technology services firms.

• Familiarity with ERP, digital transformation, cloud, infrastructure, or managed services proposals.

• PMP, APMP, or equivalent certification preferred.
