Subject Matter Expert (SME) – State and Local Government Benefit Programs (with Pre-Sales Experience)

We are seeking an experienced Business Analyst / Subject Matter Expert (SME) with deep domain expertise in State and Local Government Programs like Unemployment Insurance (UI), Workers Compensation, Child Support/Care, Work Force programs and Case Management Systems to join our team in support of U.S. Federal and State workforce agencies. This role will bridge business and technical teams during both pre-sales and implementation, driving the design and delivery of modernization solutions.

The ideal candidate has a solid understanding of State Program systems, benefit/payment processes, federal reporting requirements (e.g., ETA reports), and hands-on experience supporting proposals, RFP responses, and modernization initiatives for workforce agencies.

• Act as the UI domain expert in pre-sales, capture, and proposal development efforts for state and federal UI projects.

• Collaborate with sales and solution teams to:

o Analyze RFPs/RFIs for UI modernization or digital transformation projects.

o Craft business solution narratives aligned to agency missions and modernization goals.

o Contribute to technical proposals, pricing strategy, and presentation materials.

• Engage with stakeholders from workforce agencies to analyze and document business needs, UI workflows, and system requirements across key modules such as:

o State Benefits (Claims and Case Management Systems)

o Appeals

o Tax

o Overpayments and Fraud

o Federal Reporting

• Identify opportunities to streamline legacy processes and support the design of modern UI platforms using cloud-based or low-code solutions.

• Support demos, product walkthroughs, and QA during orals and proposal evaluations.

• Stay informed on federal UI guidance from DOL/ETA, policy changes, and compliance mandates.

• Assist in developing project timelines, business cases, and transition strategies for modernization efforts.

• Knowledge of State Government systems - Modernization and Packaged implementations life cycles

• Experience working on modernization or digital transformation initiatives for state workforce systems.

• Strong skills in business analysis, requirements gathering, and process mapping.

• Familiarity with federal reporting and compliance requirements.

• Excellent communication and presentation skills, especially in engaging with public sector clients.

Skill Requirements

• Proven expertise in State & Local Government benefit programs, including Benefits, Employer Tax, Appeals, Overpayments, Fraud, and Federal Reporting
• Demonstrated experience supporting pre‑sales and proposal efforts (RFP/RFI analysis, solution narratives, demos/orals) for workforce agencies
• Strong business analysis capabilities, including requirements elicitation, process mapping, gap analysis, and formal documentation (BRDs, user stories, use cases)
• Hands‑on experience with system modernization initiatives, with the ability to collaborate across business, technical, and policy stakeholders
