Your Role as a Facilities Manager:

We are looking for a proactive and experienced Facilities Manager to primarily oversee the operational and strategic management of our facilities located in the Netherlands, in accordance with all relevant Dutch laws and regulations. This role requires a thorough understanding of Arbowet (Working Conditions Act), Bouwbesluit (Building Decree), fire safety codes, and environmental legislation. The Facilities Manager will be responsible for maintaining safe, compliant, and sustainable work environments, while optimizing operational efficiency and cost-effectiveness.

Your Key Responsibilities:

  • Ensure full compliance with Dutch health, safety, and environmental regulations including Arbowet, Bouwbesluit 2012, Wet milieubeheer, and applicable NEN and ISO standards.

  • Ownership of the building related security controls following from the ISO 27001:2022 standard and other standards following from business requirements.

  • Oversee building maintenance, inspections, repairs, and facility operations, ensuring compliance with legal technical requirements and permit conditions.

  • Develop, implement, and maintain a Preventief Onderhoudsplan (Preventive Maintenance Plan) in accordance with Dutch norms. Complete official Prevention Officer (Preventiemedewerker) training and appoint 2 additional trained colleagues as backups to ensure coverage during your absence. Organise refresher training periodically, in line with Dutch regulatory requirements.

  • Build and manage relationships with certified contractors and suppliers, ensuring contracts include clauses that comply with Dutch law and NCC Group’s global requirements.

  • Conduct regular Risico-Inventarisatie & Evaluatie (RI&E) assessments and implement necessary corrective actions while maintaining proper documentation, inspection reports, certificates, and compliance records, in accordance with Dutch regulations.

  • Ensure fire safety systems, plans and evacuation procedures are up-to-date and meet the requirements of Brandveilig gebruik bouwwerken and NEN 8112 and are communicated to staff.

  • Supervise, and report as necessary waste management, energy efficiency measures, and sustainability initiatives in line with the Energieprestatie-eisen and other environmental directives and NCC Group’s global standards, including but not limited to the work related mobility of persons - WPM.

  • Coordinate building modifications and renovations, ensuring compliance with permits and Omgevingswet regulations.

  • Manage facility budgets, procurement, and tendering in line with Netherlands and Europees Aanbestedingsrecht (if applicable) and NCC Group’s global standards.

  • Organise emergency preparedness drills, first aid training (BHV), and collaborate with the internal BHV-coordinator.

  • Support workspace planning and ergonomic assessments as required under Dutch working conditions standards.

  • Work closely with the Estates Category Manager to execute regional and local strategy.

  • Nominate and train an adequate number of Emergency Responders (BHV’ers) who act as both first aiders and fire wardens to ensure at least one BHV’er is always present on site during working hours.

  • Be the local point of contact for all Health and Safety (H&S) matters within the office.

  • Ensure all H&S incidents, accidents, and near misses are recorded and reported in line with global policy.

  • Liaise with NCC Group’s global H&S team and attend global H&S committee meetings.

  • Collaborate with Works Council on H&S/Facilities topics ensuring all relevant matters are appropriately managed and approved as required.

Qualifications & Skills:

  • Bachelor’s degree in Facilities Management, Engineering, or equivalent (HBO-level minimum).

  • Proven experience in facilities management in The Netherlands or a similar regulatory environment.

  • Strong knowledge of Dutch laws and codes relevant to building operations, safety, and sustainability.

  • Fluent in Dutch and English (written and spoken).

  • Certification or working knowledge of ISO 27001, NEN 3140, BHV, or VCA is highly preferred.

  • Proven leadership, negotiation, and communication skills.

  • Analytical and solution-focused mindset with attention to compliance and detail.

Additional Information:

  • Based on-site at our Delft office, moving to our Rijswijk office from November 2025, with occasional travel to other locations as needed including the NCC Group offices in the UK and the rest of Europe.

  • May require availability outside standard business hours in case of urgent H&S or facility-related issues.

  • Must be able to conduct physical inspections, potentially requiring ladder use, and participate in emergency response procedures including supporting physical evacuation of colleagues and visitors.
