Your Role

As Business Development Officer, you will play a central role in shaping and expanding FMO’s engagement with the European Commission, as well as other public partners.

You will act as the account holder for EC Guarantee Units, serving as FMO’s primary counterpart. In this role you will ensure alignment between EC priorities and FMO’s strategy, and proactively identify opportunities for collaboration. In parallel, you will work closely with Corporate Stakeholder Engagement (CSE) to monitor, interpret and help shape the EC’s Multiannual Financial Framework (MFF). You will translate these developments into actionable insights and concrete opportunities for FMO’s pipeline and positioning.

You will join the PIM Energy cluster, where your primary focus will be to originate and develop opportunities that support FMO’s Energy investment pipeline. At the same time, you will contribute to the development of PIM Private Equity solutions, working across teams to explore how guarantees and blended finance can support our equity strategy.

This is a multi-faceted business development role: while you will actively pursue alignment with upcoming MFF instrument, you will also proactively identify and develop opportunities with other public partners. Where MFF alignment is limited or uncertain, you will help ensure that alternative funding sources are mobilised to support FMO’s Energy and Private Equity ambitions.

Your Team

The Public Investment Management (PIM) department manages FMO’s public funding portfolio and develops new grant and blended finance programmes with partners such as the Dutch Government, the European Commission (EC), GCF and other international donors. You will report to the Manager PIM EN & AFF.

Within PIM, the PIM Energy (EN) cluster plays a leading role in developing and scaling programmes that support FMO’s energy strategy and investment pipeline. While your primary focus will be on Energy, you will also contribute more broadly across sectors where relevant and support the development of PIM Private Equity (PE) solutions.

Your Background

  • Graduate degree in finance, economics, international development, or a related field
  • Around 5–8 years of relevant experience in development finance, blended finance, or programme/fund development
  • Experience in fundraising, donor engagement and partnership development (experience with the European Commission is a strong plus)
  • Strong affinity with the Energy sector and interest in private equity and guarantee structures
  • Ability to translate complex policy and strategic developments into practical business opportunities
  • Strong stakeholder management skills and the ability to navigate across teams and institutions
  • Proactive, entrepreneurial mindset with a strong sense of ownership
  • Excellent communication skills
  • Fluent in English
  • Willingness to travel
