The Business Development Associate works under the Manager of the PIM team in the P4i Department. They also closely collaborate with the Senior Portfolio Manager for Business Development. As a Business Development Associate, you will interact with the Impact Department to execute market creation programs. You will also engage with the Operational team and other associates within PIM.
In this supporting role your responsibilities will include:
Fundraising Support: Support raise funds for new blended finance programs and our Market Creation platform. Focus on mobilizing high-risk development capital for difficult sectors, including Financial Inclusion for early-stage businesses, Food Systems Transformation, Just Energy Transition, and Sustainable Land Use.
Donor Relationship Management: Support relationship management with primary public relationships of FMO. Collaborate with PIM colleagues to develop a unified strategy that builds strong and lasting relationships based on trust. Selectively identify potential multilateral and bilateral donors, foundations, and other funding sources that align with our strategy strategies. Develop outreach materials and pitch decks; engage with the internal organization that engages with clients; form partnerships or consortia with implementation partners; and contribute to proposal development.
Portfolio Management Support: As a Business Development Associate, you work with the Senior Portfolio Manager to oversee current market creation programs. These include the EUR 22 million MASSIF Market Creation Pilot, which is connected to the EUR 493 million MASSIF program that aims to promote financial inclusion for underserved medium and small enterprises. Ensure timely reports and disbursements. Review governance and policies for improvements. Prepare strategic documents, support mandate contracts, and manage relationships with funding partners.
Thought Leadership: Contribute to research publications and organize networking opportunities to enhance our visibility in blended finance.

Your team
The Partnerships for Impact (P4i) department leads our mission to create financial partnerships with public and private entities. Within P4i, the Public Investment and Blended Finance (PIM) team is a vibrant, diverse group of approximately 21 professionals. Our team focuses on finding and managing FMO’s concessional financial partnerships with key NGOs, philanthropies, governments, and global public organizations. Currently, the PIM team oversees nine distinct concessional funds and facilities, collectively valued at around EUR 1.3 billion.
These resources improve our capacity to take greater risks and use financial tools like debt, equity, and guarantees in innovative investment opportunities. Our new Market Creation facility will increase our ability to support high-risk, high-impact projects. We will use flexible funding options such as repayable, non-repayable, and convertible grants. Every activity supports our commitment to the SDGs: SDG 8 for decent work and economic growth, SDG 10 for reduced inequalities, and SDG 13 for climate action.
Your background
- Master’s degree in finance, economics, accounting, public administration, or international development finance/policy.
- 1-2 years of relevant experience in portfolio management or fundraising-related activities within public/donor/consulting sectors. Familiarity with DFI business models is a plus.
- Strong interest in Sustainable Development Goals, development/blended finance, or public policy.
- Experience in financial administration processes.
- Ability to quickly grasp operational challenges in blended finance facilities.
- Excellent problem-solving skills; capable of managing multiple assignments simultaneously.
- Strong team player contributing to a positive work environment.
- Fluent in English (written and verbal)
