Your new challenge
The Project Controls Manager (PCM) is responsible for leading and managing all project controls activities throughout the EPC project lifecycle, including planning, scheduling, cost control, progress measurement, forecasting, reporting, risk management, and change management.
The PCM will support the Project Manager in achieving project objectives related to safety, quality, schedule, cost, and contractual performance while providing timely and accurate information to support management decision-making.
Occasional travel to project sites, vendor facilities, fabrication yards, and client locations in Africa and other international locations as required.
Your new challenge will include:
Project Controls Leadership
Establish and implement the Project Controls Management Plan, procedures, reporting systems, progress measurement methodology, and project control governance framework.
Lead all planning, scheduling, cost control, forecasting, reporting, risk management, and change management activities.
Ensure alignment between project execution strategy, project controls systems, contractual requirements, and company procedures.
Provide management with accurate project performance information and recommendations.
Planning & Scheduling
Develop, maintain, and update integrated Engineering, Procurement, Construction, Pre-Commissioning, Commissioning, and Start-up schedules using Primavera P6.
Develop and maintain Level 1, Level 2, Level 3, and detailed project schedules.
Perform critical path analysis, schedule risk assessments, recovery planning, and scenario analysis.
Monitor project progress against approved baselines and identify corrective actions where required.
Review and challenge contractor, subcontractor, and vendor schedules.
Cost Control & Forecasting
Establish project cost control systems, cost coding structures, and forecasting methodologies.
Monitor project budgets, commitments, expenditures, productivity, and Estimate at Completion (EAC).
Prepare cost reports, cash flow forecasts, and management dashboards.
Manage project trends, variations, and change control processes.
Progress Measurement & Reporting
Develop and implement project progress measurement systems across all project phases.
Coordinate the collection, validation, analysis, and reporting of project performance data.
Prepare weekly and monthly project performance reports for management and client review.
Implement Earned Value Management (EVM) principles where applicable.
Develop and maintain project KPIs and performance dashboards.
Contractor & Subcontractor Management
Ensure subcontractors and vendors comply with project controls and reporting requirements.
Review contractor schedules, manpower plans, productivity reports, and progress updates.
Verify progress claims and support evaluation of payment applications.
Review contractor invoices for compliance with contractual and progress requirements.
Change & Risk Management
Manage project change registers, trends, variations, and schedule impact assessments.
Assess the cost and schedule implications of project changes.
Support preparation of Extension of Time (EOT), variation, and claim submissions.
Facilitate project risk reviews and maintain the project risk register.
Perform schedule and cost risk assessments and support development of mitigation and contingency plans.
Experience with quantitative risk analysis methods such as Monte Carlo simulation is considered an advantage.
Resource Planning & Stakeholder Support
Coordinate workforce planning, resource forecasting, and manpower reporting.
Monitor resource utilization and productivity throughout the project lifecycle.
Support Project Manager and Commercial Manager in monitoring project financial and contractual performance.
Coordinate interfaces between Engineering, Procurement, Construction, Commissioning, Commercial, Finance, and Supply Chain teams.
Support project reviews, management presentations, and executive reporting.
What we would like from you
Qualifications & Abilities:
Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Business Management, or a related discipline.
Minimum 15 years of experience in EPC projects within the Oil & Gas, Petrochemical, LNG, Chemical, Tank Terminal, Marine Terminal, Energy, or Industrial sectors.
Minimum 5 years of experience as Project Controls Manager on major EPC projects.
Proven experience on projects exceeding EUR 100 million.
Strong experience across Engineering, Procurement, Construction, Pre-Commissioning, and Commissioning phases.
Advanced knowledge of Primavera P6.
Experience with Earned Value Management (EVM), forecasting, and performance reporting.
Strong understanding of EPC contracts, subcontract administration, change management, and claims.
Experience leading multicultural and multidisciplinary teams.
Excellent analytical, communication, leadership, and stakeholder management skills.
Fluent in English, both written and spoken, strong English writing skills for documentation and reports, proficient in English speaking for effective communication with teams and stakeholders.
Eligibility to work and reside in the EU and the Netherlands is desirable.
Preferred Experience:
Candidates with experience in one or more of the following sectors are highly preferred:
Tank terminals and storage facilities.
LNG, LPG, Ammonia, Hydrogen, or Energy Transition projects.
Marine and jetty infrastructure projects.
Brownfield and operational facility (SIMOPS) environments.
International EPC projects in Africa, the Middle East, or other remote locations.
Commissioning and start-up planning experience.
