Proposals Engineer

We are looking for a Proposal Engineer to lead the technical bid process for offshore installation projects, reviewing tender documents, coordinating multidisciplinary inputs, drafting technical qualifications, and compiling both proposal backup and project handover files.

Tasks & responsibilities:

• Review invitations to tender and all associated bid documentation (scope, specifications, drawings).
• Develop preliminary work plans and align on required actions with the Proposals Manager.
• Distribute technical packages to internal departments and selected subcontractors.
• Coordinate cross-functional bid activities, engineering, procurement, and commercial, while ensuring timely completion.
• Analyse the scope of work and prepare technical qualifications, assumptions, and exclusions.
• Validate incoming documents from internal teams and subcontractors for accuracy and fit to bid requirements.
• Evaluate subcontractor submissions and prepare comparative analyses for management review.
• Draft and compile the technical sections of the proposal, including methodologies, equipment lists, and execution plans.
• Assemble and maintain the proposal backup file; upon contract award, transition materials into a project handover dossier.

• Bachelor's or Master's degree in Civil, Mechanical, Offshore, or a related Engineering discipline.
• At least 3 years of experience in offshore installation projects, preferably heavy lift and/or pipeline installation.
• Proven ability to work within and coordinate multidisciplinary teams.
• Strong technical writing skills with attention to detail.
• Excellent communication and stakeholder management abilities.
• Ability to prioritise tasks and manage multiple concurrent bid processes.
• Self-motivated mindset with a proactive approach.
• Fluent in English, both verbally and in writing.
• Willingness to travel as required for client or site visits.
