We are looking for a Service Manager to complete our consultants’ Workforce Management Service to support ESA’s Directorate of Connectivity and Secure Communications (CSC) at ESA’s premises, mainly ESTEC (Noordwijk, NL).

CSC supports innovation in satellite telecommunications and the development of advanced applications using space-based systems. Through research, development, and industrial partnerships, CSC contributes to strengthening the European and Canadian satellite communications sectors.

CSC also supports major public–private initiatives focused on the development of new satellite systems, validation of innovative services, and deployment of secure telecommunications capabilities. A growing portion of CSC activities involves third-party funded programmes, particularly within the Union Secure Connectivity Programme (IRIS²).

The Service Manager will be responsible for the overall coordination, quality, and performance of the CSC Technical Assistance Service (CTAS).

The CTAS will provide support to CSC with a multidisciplinary, onsite team of specialists who deliver technical, management, engineering, and security expertise across the IRIS² and EuroQCI programmes. The service supports CSC by reinforcing programme management, procurement, system design, verification, validation, security, and governance activities, enabling ESA to execute its entrusted responsibilities from the European Commission.

Through its work packages, CTAS personnel integrate directly into CSC project teams, ensuring day‑to‑day operational continuity, rigorous technical assessment, configuration and project control discipline, and support throughout all major ESA reviews and milestones. By deploying experts across spacecraft systems, ground segment development, telecommunications, quantum communications, security accreditation, and project governance, the service ensures CSC can efficiently manage complex, multi‑partner programmes and maintain compliance with ESA, EC, and security requirements, ultimately strengthening Europe’s secure connectivity and communications capabilities.

Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage). Candidates must have or be eligible to obtain Personal Security Clearance (PSC) up to ESA SECRET / EU SECRET.

The successful candidate will be tasked with, but not limited to:

  • Service Management & Coordination

    • Manage and coordinate the execution of all CTAS service activities;

    • Ensure high-quality service delivery aligned with ESA requirements and contractual obligations;

    • Allocate and monitor resources to support efficient task execution;

    • Maintain effective communication between the service team and ESA stakeholders;

    • Identify risks or issues affecting service delivery and implement corrective actions when necessary;

  • Cost & Documentation Management

    • Oversee cost monitoring and resource planning for service activities;

    • Maintain and manage service documentation, including reports, plans, specifications, and meeting records;

    • Ensure documentation is properly version-controlled and accessible to ESA;

    • Ensure compliance with applicable ESA and EU security and documentation standards;

  • Meetings & Reporting

    • Support the organisation and follow-up of service coordination meetings;

    • Provide clear reporting on service progress, performance, and key activities;

    • Contribute to periodic service reviews and planning discussions with ESA stakeholders;

    • Prepare presentations and support documentation for service management meetings;

  • Service Performance Monitoring

    • Monitor service performance against agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs);

    • Provide data and reporting to support ESA performance evaluation;

    • Identify potential performance risks and implement mitigation or corrective measures;

    • Ensure continuity, reliability, and availability of the CTAS service;

  • Service Performance will be evaluated through indicators such as

    • Compliance with service requirements;

    • Service continuity and availability;

    • Responsiveness and issue resolution;

    • Timely delivery of outputs and action closure;

    • Early identification and reporting of risks or issues;

    • Quality of service delivery;

    • Effectiveness of communication and coordination.

Job requirements

  • Master’s Degree (or equivalent) in Engineering, Telecommunications, Space Systems, Project Management, or a related Technical field;

  • Minimum 10+ years of demonstrated management experience in relevant technical domains to be provided for the present service;

  • Experience managing multidisciplinary technical teams or domains;

  • Strong organizational and planning skills;

  • Ability to manage risks, priorities, and performance under pressure;

  • Strong understanding of documentation control, configuration management, and performance monitoring processes;

  • Ability to manage resources, priorities, risks, and service performance effectively;

  • Excellent stakeholder communication and reporting skills;

  • Familiarity with ESA programmes, secure communications, or satellite telecommunications is an asset;

  • Candidates must be eligible to live and work in the EU;

  • Candidates must be eligible for Personal Security Clearance (PSC) to ESA SECRET/EU SECRET level;

  • Fluency in English, both written and spoken.
